Territory Growth Initiative Investment Committee

The Territory Growth Initiative (TGI) Investment Committee provides independent advice and recommendations to the Northern Territory Government on applications to the Territory Growth Initiative.

The Committee reviews assessments prepared by the Department of Trade, Business and Asian Relations and makes recommendations to the Government, as appropriate. Its advice is guided by the objectives of the TGI and the Risk Appetite Statement.

Mr Bill Reeks

Bill Reeks

Mr Reeks is currently self-employed as a corporate finance advisor. He previously served as deputy treasurer of Macquarie Bank and was former head of Australian and United States Balance Sheet at ANZ Bank. Mr Reeks has over 36 years’ experience in treasury and financial markets within the banking sector.

Mr Robert Annis-Brown

Robert Annis Brown

Mr Annis‑Brown moved to the Northern Territory in 1986 and has extensive knowledge of the Territory’s business sector and property market. He has 37 years’ experience in commercial and corporate banking across a wide range of industries, including agribusiness, and has supported clients to achieve strategic objectives through organic growth, acquisitions, divestments and succession planning. Mr Annis‑Brown is a graduate of the Australian Institute of Company Directors and currently serves as a board member of the Australia Day Council of the Northern Territory. He has previously served as a division councillor (Property Council of Australia – NT Division), a board member of the Australian Institute of Management NT, and a board member of the Charles Darwin University Foundation.

Mr Craig Doyle

Graig Doyle

Mr Doyle is the outgoing chief executive officer of the Northern Australia Infrastructure Facility. He is an experienced senior executive with a broad background across multiple industries, including FMCG, agriculture, sugar, logistics, ports and local government. Mr Doyle has previously been chief executive officer of the Coal Network Capacity Company, Mackay Regional Council and the Gladstone Ports Corporation. Other senior roles include executive general manager at Wilmar Cane Products, global technical head (sugar) at Wilmar International, and general manager of operations at Wilmar Cane Products. He has also held board positions with organisations including Queensland Sugar, Northern Australia Services, Regional Capitals Australia and Mackay Regional Enterprise.

Mr Lachlan Drew

Lachlan Drew

Mr Drew has been a partner of national law firm Mills Oakley since 2024. For the 20 years prior to that he was a partner of MinterEllison, including being managing partner of the Darwin office for the majority of that period. He provides expert advice on procurement, infrastructure, development, NT land tenure, construction and commercial matters. Prior to working in Darwin, Lachlan worked in Sydney, Brisbane and Adelaide, with a focus on tax, mergers and acquisitions, and small business.

Ms Reneé Long

Renee Long

Ms Long is currently chief executive officer of Batchelor Institute. A long‑term Territorian, she has lived and worked in most regions of the Northern Territory and has strong knowledge of the strengths and challenges across each region. The first 15 years of Ms Long’s career focused on Aboriginal economic participation and development, including policy development, program management, and regional and remote service delivery. She later became the inaugural chief executive officer of the Northern Territory Indigenous Business Network.

Mr Brad Welsh

Brad Welsh

Mr Welsh is currently a non‑executive director of NIB (private health company) and the founder and chief executive officer of Mawal, an Indigenous consulting firm. He is also a member of the investment committee for Ochre Ventures, an Indigenous‑focused venture capital fund. Mr Welsh holds several board and advisory roles, including chair of the Minerals Council of Australia Indigenous Partnerships Committee, member of the Australian Law Reform Commission – Future Acts Regime Advisory Committee, and board advisor for the Australian Institute of Company Directors’ First Nations Governance Advisory Forum. Previously, Mr Welsh served as chief executive officer of Energy Resources Australia, chief advisor Indigenous affairs with Rio Tinto, and acting general manager of Weipa Operations (Rio Tinto).
